I think layout is SM 1066 v3, but XOR might be different..

at best I can get 12 jpeg headers, everything else is garbage.

Read with power mod but the image still has many ECC errors with ECC in CHECK, with ECC ON they all seem fixed.

There is some skipped (empty) pages in each block
Need move them to end of block before use layout

I think this is refubrished flash

Its manual job

Solution:
Remove Pages 1 and 4 from each block, than pad block with 2 empty pages (0xFF) at the end.

Load into V6, then use SM3254 1066 v3 Xor 0000_128, and do a block cut to remove the padding.

For refubrished flash drives
When xor must applied after bad sector removed

AS told in model comment
pages 1 and page 4 in each block is not used
we need move them to end of block to make unxor work
