Try read ID with 2.4v, 1.8v
Also try without power adapter
Check that screws between adapter and reader is not dongliing
But do not use force (can damage pcb)
Also there is fat and thin screws
Fat screws must be at bottom of reader
Thin screws between adapter and reader

Attach the adapter and read at 1.8V 27 27 27 27
Does not read at 2.4V
Does not read even if the power adapter is removed
Is this chip difficult to read?

Do you have other BGA-152 chips in lab?
Try with them
If you can read ID, then possible that this chip is stange
Or need clean pads
But as i see pads is OK
Please, make photo of reader from side
That i can see screws between reader and adapter

I'm currently looking for a BGA-152 chip as there is nothing else.
It could be read by BGA-132.
